Use print media to generate more leads. If you advertise online, your advertisement will always be alongside a direct competitor. If you use classified ads, you might be the only advertiser pitching an online newsletter for your given niche. You may want to look at local and regional newspapers with reasonable circulations and prices.

Find ways to integrate opt-in forms into your general website layout on each page. Consider putting an opt-in form on the sidebar menu of each page. Create a list with articles from experts. While this might seem cheap, it actually is not. In fact, you may be able to provide better content for your readers by taking content from the absolute best and most talented experts in your niche. You will want to string it into some type of coherent course and determine how to monetize it.

Use your current list to expand your list size. Email your subscribers to find out why they have selected your newsletter and if they have any special talents in your specific field. You may find that some of your best joint venture partners are people you already email on a daily basis. Subscribers often have technical skills or knowledge, even though they are learning from you.
